During September 12-18, 1997, some 2,108 representatives of the 58 million members of the Communist Party of China (CPC) gathered in Beijing for their 15th National Congress.
The 15th Congress established Deng Xiaoping Theory as the guideline of the Party and wrote it into the Party Constitution. It put forth the basic program of the Party for the primary stage of socialism. The Congress drew up plans for reform and development in the fields of the state economy, politics, culture, national defense and military construction. It emphasized adherence to the principle of "one country, two systems" and final reunification of the motherland.
