The Sixth Plenary Session of the 16th Central Committee of the Communist Party of China (CPC), the first of its kind held by the Party to focus on social development matters rather than political and economic affairs, was opened in Beijing on October 8. The session sent out a clear message of putting the construction of a socialist harmonious society in a "more prominent position" on the work agenda of the CPC Central Committee.
The Party's communiqué at the conclusion says, "There are many contradictions and issues that impair social harmony" even when China is "a harmonious society in general." Political analysts summarized that the growing gap between rich and poor, corruption, pressing unemployment, an inadequate social security system, unsustainable economic growth twinned with environmental pollution, backwardness in science, education, culture and medical care are the major challenges that China will have to overcome.
To solve these problems, the session has vowed to achieve greater social equity by returning from an incentive-driven distribution scheme to an equity-based scheme and building a social justice guarantee system based on "equal rights, equal opportunities, fair rules and fair distribution."
