Dongfang Steam Turbine Works has also drawn up a plan to achieve full recovery within three years and realize development within five years. During the recovery period, the company is committed to the use of new systems and technologies and to actively participating in international competition.

During the reconstruction in Mianzhu City, Yuan Faquan, head of the local economic committee, stressed that in post-earthquake city planning, Mianzhu will build an industrial park to enhance the concentration of industrial enterprises, eliminate energy-intensive companies and backward production facilities, introduce new technologies and nurture new pillar industries.

Duan Yi, head of Pengzhou City Planning Bureau, said they plan to combine earthquake relief with a campaign to build a new socialist countryside by putting more government resources into rural areas, agriculture and farming. According to Pengzhou's plan, it will build 78 new rural communities by 2020, which will house 70 percent to 80 percent of the total rural population of the city.

"If we can get the capital we need, the goal could be realized five years ahead of time," said Duan. He said the plan included clinics, hospitals, garbage disposal facilities and sewage pipelines for the new rural communities.
