The National Committee of Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body, started its annual full session in Beijing on March 3. About 2,200 members of the CPPCC National Committee from different sectors across the country will discuss major issues concerning China's development during the session, which is scheduled to conclude on March 12.

Beijing Review interviewed members participating in the 12th CPPCC. Excerpts follow:

Zhou Mingwei, CPPCC member and President of China International Publishing Group

"Currently, mutual trust between the two peoples is waning. That is what I worry about most between China and Japan. Any oversimplifying and emotional moves, such as anti-Japanese sentiment, should be avoided."

Huang Youyi, CPPCC member and secretary-general of the Translators Association of China

"Elite translators should get involved in the early stages of the draft preparation process, as they then would have sufficient time to carefully and actively find the right words to interpret those documents in a way that foreigners can understand and accept. In order to realize a translation mechanism for China documents, an elite translation talent pool must be established."

Justin Yifu Lin, CCPCC member and former World Bank Senior Vice President

"In spite of sluggish overseas demand, investors can find a lot of opportunities in industries with high economic and social return rates, such as railways, sewage treatment, environment protection as well as industry upgrading. Faced with the gap between China and developed countries, we should make full use of our late-comer advantage that has brought a comparatively reasonable fiscal situation with sufficient savings and foreign exchange, which can stimulate domestic demand. The Chinese economy can maintain 7-8 percent GDP growth for a long time in the future."

Shi Mingde, CCPCC member and Chinese Ambassador to Germany

"In Europe, nobody worries that Germany will adopt a militaristic attitude again. But most Asian counties hold a suspicious attitude toward Japan's national strategies. Germany once launched a campaign to clear out the Nazis who were in power after World War II. While in Japan, besides convicted Class-A war criminals, all the participants of the war survived and remained in power. They also inherited the attitudes formed in the war. And today, their descendants hold the power of Japan. "

"China will issue its regulations on human organ donation and transplants, which is currently in the process of being made part of the law. Because of their significance in saving lives, I hope organ transplants can be covered by medical insurance. Society should work together to help patients get treatment regardless of their financial situation."

Yao Ming, CPPCC member and a former NBA star

"Buying ivory is [equivalent to] buying bullets. I hope China can eradicate sales of illegal animal products through legislation and promote awareness of animal protection among the public."

Pan Gongsheng, CPPCC member and Vice Governor of the People's Bank of China

"The central bank is working on a coordinative mechanism for supervising Internet finance products together with some of the related departments. In the past, what should be supervised in the Internet finance industry was vague. To be more specific, when some financial products related to more than one supervisor, it's hard to clearly assign the responsibilities. The rules for supervision need to be further improved."

Cheng Yonghua, CPPCC member and Chinese Ambassador to Japan

"It's significant to dedicate two days on the calendar through legislative procedures, to mark victory in the War of Resistance Against Japanese Aggression (1937-45), and to commemorate the victims of the Nanjing Massacre. The two dates - September 3 and December 13, respectively - will remind us to remember history and create a better future."

Liu Zhenya, CPPCC member and President of the State Grid Corp. of China

"To solve the problem of smog, we must change the development mode of the energy industry and transform its structure. Currently, 51 percent of coal is used to generate electricity. In the future, clean energy should be the main source of generating electricity while fossil fuels should be supplementary."

Yin Zhuo, CPPCC member and a retired rear admiral of the Chinese navy

"The Kunming terrorist attack has proven that establishing a national security commission is absolutely necessary. China should enact an independent Anti-Terrorism Act as soon as possible to prevent and crack down on terrorist attacks."

Che Liming, CPPCC member and Vice Director of the Department of Water Resources in Jilin Province

"The current development mode in major grain producing areas is unsustainable. Besides issues such as possible shortages of grain as well as food security, the public should also concern about the sustainable food-production mode. If we can achieve this then arable land will maintain the same capacity in the coming decades as it does now."

Zhang Hong, CPPCC member and Vice Director of Forestry Department in Chongqing Municipality

"Support to provide subsidies for ecological construction upstream [so that it can benefit downstream areas] with earnings from water supply charges. Enhance converting the land for forestry and increase financial support, helping farmers produce more diversified ecological products."

Dai Xiuying, CPPCC member and Regional Head of the Chinese Peasants & Workers Democratic Party in Ningxia Hui Autonomous Region

"Speed up the establishment of daytime care centers for the elders who are incapable of looking after themselves. Such community nursing centers would offer services including personal care, rehabilitation and entertainment during the day [when their children can't take care of them because they are at work.]"

Ge Jianxiong, CPPCC member and a professor at Fudan University in Shanghai

"The essential part of China's education is the geographic balance of compulsory education. We should develop high-quality compulsory education across the country."

Jiang Zehui, CPPCC member and Vice Director of the Human Resources and Environment Committee under the CPPCC

"China faces many challenges to its ecological environment in the process of urbanization. We should promote a green process of urbanization on the premise of an 'urban forest' ecosystem."

Jia Kang, CPPCC member and Director of the Research Institute for Fiscal Science under the Ministry of Finance

"The property market will meet public expectations only when the government regulations and controls function well under the market discipline. The supply of affordable and commercial housing can meet diversified needs. That is the best possible condition for the market to be in."
