Despite China's great efforts to help the world economy recover from the global economic crisis, some Western countries have been demanding that it take the responsibility not only for the global trade imbalance, but also for saving the world economy. The "China economic responsibility" theory is not new and is similar to the "China economic threat" theory. Some Westerners have always been biased against China because of ideological differences. Now, they are hell-bent on denying China's positive role in the global economic recovery. They are even attributing the global imbalance and, ridiculously enough, the worldwide resources shortage to the rapid growth of China.
To blame China for all the global troubles is not only unfair, but also wrong. China, too, suffered because of the global economic crisis. As is well known, the crisis was created by Wall Street, and was the inevitable outcome of the excessive financial derivatives in the market and investment banks' manipulation of futures to make more money. Therefore, the main reason for the world economic downturn and imbalance is the unfair international economic order.
Since the outbreak of the global financial crisis two years ago, China has taken a series of measures and issued fiscal policies to stimulate economic growth. By taking proactive steps and adjusting its fiscal and monetary policies, China has played a very important role in the global economic recovery and more than fulfilled its global responsibility.
The strategic point of the "China economic responsibility" theory lies in some Western countries' attempt to distract world attention from facts and burden Beijing with more responsibilities that it should not and could not shoulder. In other words, some Western countries are too eager to shirk their responsibilities and pass on their burden to China.
Besides, maintaining the old West-dominated global order is their main strategic aim, because China's rapid rise has rattled them. China is still a developing country and faces a lot of problems at home. Meeting its citizens' needs and protecting its national interests are, for sure, top the Chinese government's agenda. Fulfilling our duties and ensuring the steady growth of the country's economy is the best way to help the rest of the world.
