Balancing Regional Development
Various revitalization plans seek to promote interactive development in China's central and western regions

The report proposes three types of schemes be considered in the organization of coordinating regional development: establishing a regional administration commission as a department of the State Council; establishing a national regional development bureau directly under the State Council; or establishing a national regional development bureau ministered by the National Development and Reform Commission.

"The purposes for the above three schemes are all to concentrate the functions of regional administration presently diversified in different departments so that the Central Government will coordinate regional development activities by means of formulating regulations, plans and policies," the report said.

Regional Development Planning Since 2009

- Economic Zone on the Western Side of the Taiwan Straits On May 14, 2009, the State Council officially launched Several Opinions on Supporting Fujian Province to Accelerate Construction of the Economic Zone on the Western Side of the Taiwan Straits.

- Guanzhong-Tianshui Economic Zone On June 25, 2009, the State Council launched Development Planning for the Guanzhong-Tianshui Economic Zone.

- Hengqin Island On June 24, 2009, an executive meeting of the State Council passed in principle the Overall Development Planning for Hengqin Island.

- Liaoning Coastal Economic Belt On July 1, 2009, an executive meeting of the State Council discussed and passed in principle the Development Planning for Liaoning Coastal Economic Belt.

- Jiangsu Coastal Area On July 14, 2009, the State Council issued Replies on the Development Planning for Jiangsu Coastal Area.

- Tumen River Area On August 30, 2009, the State Council approved Cooperation and Development Planning Outlines for the Tumen River Area, China—With Changchun, Jilin and the Tumen River Area as the Pilot Area for Development and Opening.

- Rise of Central China On September 23, 2009, an executive meeting of the State Council passed in principle the Plan for Promoting the Rise of Central China.

- Efficient Eco-Economic Zone at the Yellow River Delta On December 1, 2009, the State Council passed the Development Plan of an Efficient Eco-Economic Zone at the Yellow River Delta.

- Poyang Lake Eco-Economic Zone On December 12, 2009, the State Council approved the Planning for the Poyang Lake Eco-Economic Zone.

- Recycling economy in Gansu Province On December 24, 2009, the State Council approved implementation of the Overall Planning for the Recycling Economy in Gansu Province.

- Hainan International Tourism Island On December 31, 2009, the State Council publicized Several Opinions on Promoting Construction and Development of Hainan International Tourism Island.

- Wanjiang River Urban Belt On January 12, 2010, the State Council approved Planning for the Wanjiang River Urban Belt as an Industrial Transfer Demonstration Zone.
