A new pricing mechanism should be created to reflect supply and demand, resource shortages and environment costs. Public fiscal management systems, financial systems and state-owned enterprises should be reformed. We should expand opening up, modify the development model for China's export-oriented economy and adopt an approach that stresses product quality, intensive development and diversification.

5. Resolve difficult issues that affect people's interests and maintain social stability

A more active job policy must be adopted to guarantee a stable job market. The social security network in urban and rural areas should be further perfected. The quality of education and medical services should be improved. More attention should be paid to food and drug quality. The government will strive to solve major problems affecting people's lives to safeguard social security.

The conference also noted that the government must continue to apply flexible and prudent macroeconomic policies to achieve the economic goals for next year and enhance the predictability and effectiveness of macro-control.
