CPPCC Concludes Annual Session

The National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, concluded its annual session Sunday in the Great Hall of People.

Jia Qinglin, chairman of the CPPCC National Committee, presided over the closing meeting.

Top Communist Party of China (CPC) and state leaders Hu Jintao, Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang were present.

The meeting approved the work report of the Standing Committee of the 11th CPPCC National Committee over the past year, the report on the proposals submitted by CPPCC National Committee members to the session this year and the political resolution of the Fourth Session of the 11th CPPCC.

The political development path of socialism with Chinese characteristics is the only correct road for China's development and progress as proved by practice, according to the political resolution.

"(We should) neither deviate nor waver from the path at any time, under any circumstances," it said.

The CPPCC will make it a "primary task" to boost the country's scientific development and speed up the transformation of its economic growth pattern, it added.

The CPPCC will conduct in-depth research on issues related to national economic and social development, press ahead with democratic supervision, and pool its wisdom and strength in accomplishing targets and tasks set forth in the 12th Five-Year Plan for National Economic and Social Development, the resolution said.

To do a good job in every aspect in 2011, the CPPCC National Committee members have put forward proposals with regard to optimizing economic structure, taming inflation, boosting domestic consumption, promoting agricultural development, enhancing indigenous innovation capability and making fiscal and financial reforms, it said.

The improvement of people's well-being and reinforcement and innovation of social management are significant to advance the country's scientific development and promote social harmony, according to the resolution.

The CPPCC will fully support the governments of Hong Kong and Macao special administrative regions (SAR) to govern according to law, and encourage political advisors from the two SARs to contribute more to ensure the long-term prosperity and stability of Hong Kong and Macao, it said.

The resolution said the CPPCC will increase its exchanges with relevant parties, social organizations and people from all walks of life in Taiwan,work to ensure the implementation of the Economic Cooperation Framework Agreement (ECFA) between the Chinese mainland and Taiwan, and seek to improve the welfare for the people on both sides of the Taiwan Strait.

The resolution noted that 2010 was an extraordinary year for China's development. The CPC Central Committee led the country in consolidating and expanding the achievements made in offsetting the impact of the global financial crisis, and ensuring the steady and relatively fast economic development.

Last year, the country had deepened its reform and opening up, and made notable progress in improving people's well-being, it said.

By 2 p.m. on March 8, a total of 2,035 CPPCC National Committee members had submitted 5,762 proposals concerning the country's 12th Five-Year Plan for National Economic and Social Development, reform and opening up, socialist system of laws with Chinese characteristics and issues related to people's well-being.

According to the report on the proposals, the political advisors paid great attention to China's economic development, people's well-being, and social harmony and stability.

They raised more than 2,400 proposals regarding the steady and relatively fast development of the national economy in a manner and the transformation of economic growth pattern.

They put forward more than 1,800 proposals on developing social undertakings and improving people's livelihood, more than 1,100 proposals on strengthening and innovating social management, and promoting social harmony and stability.

Political advisors also offered suggestions on the reinforcement of citizens' moral education, celebrations to mark the 90th anniversary of the founding of the CPC and the 100th anniversary of the 1911 Revolution, as well as promotion of public diplomacy.

According to the report, the CPPCC National Committee will hold a meeting on March 24, at which the proposals will be transferred to 175 related departments and units for further handling.

The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.

Members of the CPPCC are representatives of the CPC and non-Communist parties, personages without party affiliation, and representatives of people's organizations, ethnic minorities and various social strata.

The CPPCC also has the representation of compatriots of Hong Kong, Macao and Taiwan, returned overseas Chinese, and specially invited people.
