Top Political Advisory Body Wraps up Annual Session

China's top political advisor Jia Qinglin on Tuesday called on members of the country's political advisory body to make greater efforts to help build a well-off society in all respects and accelerate the socialist modernization drive.

Jia, chairman of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remark at the closing session of the 11th National Committee of the CPPCC in Beijing.

Jia called on all CPPCC National Committee members to rally around the Communist Party of China (CPC) Central Committee during their final term of office and make contributions to the state and the people.

"Let us struggle side by side to achieve new success in building a moderately prosperous society in all respects and accelerating socialist modernization," Jia said.

Top CPC and state leaders Hu Jintao, Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang were present at the meeting.

The meeting approved a political resolution of the Fifth Session of the 11th CPPCC National Committee.

According to the resolution, great achievements have been made in pushing forward reform and opening-up and advancing socialist modernization under the leadership of the CPC Central Committee over the past year.

The 11th National Committee of the CPPCC and its Standing Committee also made important contributions in mapping out and implementing the 12th Five-Year Plan for National Economic and Social Development, it said.

This year will be of great importance for the implementation of the Five-Year Plan and the CPC's 18th National Congress is also scheduled for later this year, the resolution said.

The CPPCC will faithfully fulfill its duties of political consultation, democratic supervision and participation in the discussion and management of state affairs, and better play its role of coordinating relations, pooling strength and giving suggestions, the resolution said.

For the better running of the economy this year, CPPCC members need to carry out deep research and actively offer their advice for the CPC and the government to scientifically make decisions and implement policies.

They should also reflect the appeals of different interest groups and help solve disputes so as to promote social stability and harmony, it said.

The CPPCC will actively engage in foreign exchanges to create a favorable external environment for the country's development, according to the resolution.

Tuesday's meeting also approved a report on the work of the Standing Committee of the 11th CPPCC National Committee over the past year, as well as a report on proposals submitted by CPPCC National Committee members this year.

As of 2 p.m. on March 8, CPPCC National Committee members had submitted 6,069 proposals concerning the country's development and the transformation of its economic growth pattern.

The report on the proposals said that political advisors have paid great attention to comprehensive issues concerning the country's reform and development, people's well-being, social harmony and lasting stability.

Political advisors raised more than 2,600 proposals regarding the development of the national economy. They put forward more than 1,600 proposals on developing social undertakings and improving livelihoods, as well as more than 1,200 proposals on strengthening social management and promoting social harmony and stability.

Political advisors also offered suggestions on developing the real economy, consolidating the foundation of economic development, coordinating urban and rural social development and promoting migrant workers' settlement in cities.

They also offered suggestions on the development of small- and micro-sized enterprises, the establishment of a social credibility system, low-income housing and rural pension programs for the elderly.

According to the report, a meeting will be held on March 19 to transfer the proposals to 175 related departments and units for further processing.

"This fully reflects the CPPCC's tireless pursuit of focusing on the central task of economic development and serving the overall interests of the country. It also embodies the spirit of our National Committee members performing their functions and duties for the country and people," Jia said.

The 11th CPPCC National Committee currently has 2,262 members, 2,121 of whom attended the closing meeting of the annual session.

The CPPCC serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC. Members of the CPPCC are representatives of the CPC and non-Communist parties, personages without party affiliation, and representatives of people's organizations, ethnic minorities and various social strata.
