Ten "observances":

1. We must adhere to the fundamental principles of Marxism while combining Marxism with the reality of China. We must liberalize our thoughts, be pragmatic, advance with time, update theories according to our practices, and provide theoretical guidance to reform and opening up.

2. We must follow the Four Cardinal Principles (Adherence to the socialist road; adherence to the people's democratic dictatorship; adherence to the CPC leadership, and adherence to Marxism-Leninism and Mao Zedong Thought) while continuing reform and opening up, steadfastly focusing on economic construction and always following the correct direction of reform and opening up.

3. We must respect the creative spirit of the people while reinforcing and improving the leadership of the Party. We should exercise the political power in the interest of the people, firmly rely on the people and truly benefit the people. We must give full play to the people's role in creating history, while the Party plays a core leadership role.

4. We must stick to the basic system of socialism while developing a market economy. We should build on the strengths of a socialist system and the efficiency of the market in allocating resources and instill the creative vitality of reform and development into the whole of society.

5. We will continuously push forward political system reform, and provide institutional and legal guarantees for reform, opening up and the construction of socialist modernization.

6. We must improve social productivity while enriching people's cultural life. We must promote the harmonious development of material and spiritual civilization and push for greater cultural development and prosperity more conscientiously and proactively.

7. We must improve efficiency while promoting social equity. In the context of economic development, let the public share the fruits of reform and development and promote the construction of a socialist harmonious society.

8. We must keep our independence while partaking in economic globalization. We should take full consideration of both the domestic and international situation, and contribute to the lofty cause of promoting peace and the development of humankind.

9. We must accelerate reform and development while maintaining social stability. We must balance the depth of reform and the speed of development to ensure social stability and harmony.

10. We must push ahead the great cause of socialism with Chinese characteristics while carrying forward the great project of building the Party. We will improve the governing and leadership capacity of the Party so as to guarantee the Party clean and competent.

The goal:

Build a more affluent well-off society for the billions of people in China by the centennial anniversary of the CPC (2021). Realize basic modernization, and build a rich, strong, democratic, civilized and harmonious socialist modern country by the 100th anniversary of the People's Republic of China (2049).

We should not sway back and forth, relax our efforts or get sidetracked. We must firmly push forward the reform and opening-up process and adhere to socialism with Chinese characteristics. In that way, we will achieve our grand blueprint and magnificent objectives.

Given the new international and domestic situation, and at a new historical starting point, we must firmly follow the socialist road with Chinese characteristics initiated at the Third Plenary Session of the 11th CPC Central Committee and unswervingly adhere to the Party's fundamental theory, direction, strategy and experience.

Four "musts":

1. We must hold high the great banner of socialism with Chinese characteristics and continue to combine Marxism with the reality of China.

2. We must stick to the correct direction of reform and opening up, work hard to build a dynamic, efficient, more open institution conducive to development.

3. We must put development as the top priority of the Party in governing and rejuvenating the nation. We should do a better job in letting the people share the fruits of development.

4. We must guard against arrogance and rashness, and we must work hard and live plainly and continue to push reform, opening up and socialist modernization to a new stage.
