CPPCC Made Significant Improvements in Performing Functions Last Year
The CPPCC has made active probing in optimizing and innovating consultative methods by holding special consultative conferences

"The Central Committee of the Taiwan Democratic Self-Government League has proposed to establish a supervision mechanism of social security fund as an answer to the problem of appropriation and loss of social security fund, which was in spotlight of the public," Wu Jianmin, spokesman of the Fifth Session of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), told the first news conference on March 2.

Whole-course supervision and regulation over the management and operation of social security fund as well as its income and expense, establishment of the responsibility system and information disclosure system of the loss of the fund were included in the proposal and were acknowledged and adopted by the Ministry of Labor and Social Security, hence pushing forward the issuance of new measures for supervision and regulation of social security fund.

It was just one of the great improvements of the CPPCC in performing functions in the past year, briefed Wu. The CPPCC seriously implemented the No. 5 Document (Opinions on Strengthening the Work of the CPPCC) released by the Central Committee of the Communist Party of China on March 1, 2006, centered on the central task of the party and the country, strengthened its efforts in exercising political consultation and democratic supervision, and participating in deliberating and administration of state affairs, and reinforced theoretical research. Plentiful Fruits have been yielded.

The CPPCC has made active probing in optimizing and innovating consultative methods by holding special consultative conferences apart from plenary sessions and consultative conferences of the Standing Committee, said Wu. Last year two special consultative conferences were held with the themes of promoting development of west China and carrying out the Medium- and Long-Term Plan of Science and Technology Development. Senior officials of the State Council and related ministries exchanged views with the CPPCC members and reached consensus on issues of enhancing development of west China's social cause, accelerating infrastructure construction of the region, optimizing and integrating scientific resources, and building a new mechanism of technology innovation. All those results of consultation were presented to the CPC Central Committee, the State Council and relevant ministries.

Other achievements were also made as regard to democratic supervision, added Wu, who cited the work of the police as an example. The Central Committee of the China Democratic National Construction Association proposed to systematically regulate the policing work of the police after finding out the problem of excessive non-policing work of some grass-root police departments. This proposal has drawn attentions of officials from the Ministry of Public Security, who made instructions to solve the problem by law.

"There are more instances about participation of the CPPCC in deliberating and administration of state affairs," Wu continued. In March 2006, 58 CPPCC members signed jointly to propose that protection of the Beijing-Hangzhou Canal and its application for a World Heritage status should be attached much importance to. The Committee for Leaning and Cultural and Historical Data of the CPPCC National Committee also organized an investigation by 40 CPPCC members and scholars along the 2,500-km long canal in May 2006, calling for protecting the canal like the Great Wall. These proposals received attention from the State Council and provinces along the canal, thus leading to the acknowledgement of the canal as a key cultural relic unit under national protection.
