The Communist Party of China (CPC) Central Committee Political Bureau on Monday urged the country to deepen the reform of its technological system and accelerate the building of a national innovative mechanism.
Members of the Political Bureau of the CPC Central Committee convened a meeting, which was presided over by Hu Jintao, general secretary of the CPC Central Committee.
A meeting statement said building an innovative nation, accelerating the transformation of China's growth mode and realizing the country's development strategic goals, fundamentally lies in the technological strength and requires a "substantial increase of innovative capabilities."
China is at a critical stage of deepening reform and opening up when the technological role in the economic development has become immensely important, the statement said.
China's technological development faces "both important strategic opportunities and severe challenges," it said.
Therefore, new progress should be made in deepening technological reform so as to build a "scientific, vigorous and more efficient" innovative mechanism so to stimulate creativity of the whole of the society and drive the economy through innovation, according to the statement.
Outstanding problems restricting technological innovation should be focused on so that technologies can provide a strong foundation for China to become an "innovation-oriented country" by 2020 and a "world technological power" by 2049, the centennial founding of the People's Republic of China, it added.
The statement said technological innovation in enterprises should be strengthened and efforts should be made to improve coordination and sharing of technological resources.
Management of technological projects and funding as well as the assessment and awarding systems should be upgraded, it said, adding that training of young talents and introduction of overseas personnel of high caliber should be boosted.
The statement also calls for integrity in technological research and the creation of a "scientific, democratic, relaxed and tolerant" academic atmosphere.
