XI. Population, Living Conditions and Social Security

In 2011, the annual per-capita disposable income of urban residents was 16,196 yuan, reporting a year-on-year growth rate of 8.1 percent. The annual per-capita net income of farmers stood at 4,904 yuan, an increase of 18.5 percent. By the end of 2011, 338,700 farm households and 1.74 million herdsmen had moved into new houses built under the construction of the new countryside and comfortable housing projects. At the end of 2011, the per-capita housing area of urban residents in the region was 36.61 square meters, and that of farmers and herdsmen was 29.61 square meters.

The ratio of adequate and timely payment and the social coverage rate of basic pensions both reached 100 percent. At the end of 2011, the number of people participating in the basic pension programs, unemployment insurance programs, work-related injury insurance programs and maternity insurance programs were 112,400, 110,300, 118,400 and 160,600, respectively. The number of urban workers and residents participating in basic health insurance programs was 436,700.

In 2011, 42,881 urban residents received 112.23 million yuan of government living allowances, and 230,000 rural residents received 180.68 million yuan. There were 80 social welfare institutions, including 10 public children's welfare centers and five private children's welfare centers, accommodating 1,043 persons. The region also guaranteed 15,247 persons food, clothing, medical care, housing and burial expenses, including 3,400 orphaned or disabled children. A total of 331 million yuan worth of welfare lottery tickets were sold in the region, raising 103 million yuan of social welfare funds.

XII. Mineral Resources and Work Safety

In 2011, 20 new mines were discovered in the region, 15 of which were considered key mines with exploration potential. Increased reserves were found for nine minerals last year. The region completed 300 core drilling projects of 180,000 meters in geological explorations with a total investment of 900 million yuan.

In 2011, 1,207 accidents of various types took place in the region, a rise of 15.3 percent over the previous year. The death toll from the accidents decreased 22.4 percent to 337 persons. The accidents caused 9.22 million yuan in direct property losses. The death toll from work accidents per 100 million yuan worth of GDP was 0.58 people, down 34.8 percent. The death toll from work accidents per 100,000 people in the industry, mining and commerce sectors was 1.2 people, down 65.7 percent. In 2011, the road traffic death toll per 10,000 vehicles was 12.6 persons, an increase of 26.7 percent.
