V. Domestic Trade

In 2011, the total retail sales of consumer goods reached 21.9 billion yuan, an increase of 18.2 percent from the previous year. Retail sales of consumer goods in urban areas increased 19.1 percent to 17.9 billion yuan, and retail sales of consumer goods in rural areas was 4 billion yuan, up 14.3 percent. Analyzed by different sectors, sales in wholesale and retail trade reached 18.43 billion yuan, a growth of 17 percent; sales in the lodging and catering sector was 3.47 billion yuan, up 25 percent from a year ago.

Of the total retail sales by wholesale and retail enterprises above the designated size, retail sales of petroleum and related products went up 46.8 percent; that of cosmetics increased 28 percent; that of electrical and mechanical products and equipment soared 78.7 percent; that of communications equipment soared 80.6 percent;, and that of grain, oil, food, beverage, tobacco and alcohol rose 21.1 percent.

VI. Foreign Trade

The total value of imports and exports reached $1.36 billion in 2011, rising 62.5 percent from that of 2010. Of this total, the value of exports was $ 1.18 billion, up 53.4 percent from the previous year, and the value of imports increased 1.7 times to reach $175.51 million.

Small-scale border trade increased 86 percent to reach $930.33 million, accounting for 68.5 percent of the total trade value. Of this amount, exports increased 86 percent to $924.2 million; and imports rose 1.1 times to $6.13 million.

In 2011, the value of trade with other Asian countries totaled $1.01 billion, up 64 percent; trade with Europe soared 1.1 times from a year ago to reach $239.88 million; trade with North America grew 62.5 percent to $88.56 million; and trade with Oceania went up 65 percent to $4.78 million.

In 2011, contracted foreign direct investment (FDI) reached $675.35 million, and paid-in FDI reached $64.6 million. Six FDI projects were approved.

VII. Transportation, Post and Telecommunications, and Tourism

In 2011, the total freight traffic volume reached 10.44 million tons, up 6.2 percent from the previous year. Of this total, freight traffic volume of highways rose 2.8 percent to 9.79 million tons; that of railways went up 62.5 percent to 486,300 tons; that of air transportation went down 17.7 percent to 12,100 tons; and that of pipeline transportation increased 14.6 percent to 149,000 tons. In 2011, the total passenger traffic volume decreased 52.6 percent to 39.38 million persons. Of this total, that of highways decreased 54.6 percent to 36.59 million persons; that of railways went up 8.7 percent to 958,600 persons; and that of air transportation went up 18.9 percent to 1.83 million persons.

At the end of 2011, the total length of highways amounted to 63,108 km, a year-on-year increase of 4,859 km. Of this total, the length of paved highways increased to 8,723 km.

The total number of motor vehicles for civilian use reached 257,800 by the end of 2011, a growth of 15.5 percent from one year ago.

The turnover of post and telecommunication services totaled 2.7 billion yuan, up 16.2 percent over the previous year. Of this total, post services accounted for 137 million yuan, up 10 percent, and telecommunication services, 2.57 billion yuan, up 16.5 percent. By the end of 2011, the total phone capacity reached 428,000 lines. Fixed-line telephone subscribers reached 405,300. This included 390,000 urban subscribers and 15,000 rural subscribers. With 260,000 newly installed lines of mobile phone switchboards, the total capacity reached 2.25 million lines. Mobile phone subscribers numbered 1.96 million by the end of 2011, with 387,900 new subscribers in the year. The number of fixed-line and mobile phone users totaled 2.37 million, an increase of 354,300 compared with the end of 2010. Phone coverage is 81.7 sets per 100 persons.

In 2011, the region received a total of 8.7 million visits by tourists from home and abroad, up 26.9 percent from one year earlier. Of this total, the number of domestic tourists increased 27.2 percent to 8.43 million visits, and that of overseas tourists increased 18.6 percent to 270,800 visits. Tourism revenues amounted to 9.71 billion yuan, growing 35.9 percent. Total foreign exchange earnings made from tourism grew 25.1 percent to $129.63 million.
