Draft Written Briefing on the Second Round of China-U.S. SED

I. The second round of China-U.S. Strategic and Economic Dialogue (SED) was held in Beijing from May 24 to 25, 2010. Vice Chinese Premier Wang Qishan and State Councilor Dai Bingguo who are special representatives of Chinese President Hu Jintao and U.S. Secretary of State Hillary Clinton and Treasury Secretary Timothy Geithner who are special representatives of U.S. President Barack Obama co-chaired the SED which is composed of the strategic dialogue and the economic dialogue. President Hu attended and delivered an important speech at the opening ceremony of the SED, while President Obama sent a written address to the opening ceremony. President Hu and Premier Wen Jiabao met with the major members of the U.S. delegation respectively. During the SED, the two sides sincerely exchanged in-depth views on the strategic and long-term issues with overall importance to the development of bilateral relations.

The two sides think positively of the development of China-U.S. relations achieved since the first round of SED. China and the United States have maintained close exchanges and communication at the high level and all the other levels over the past year, which has greatly boosted the development of bilateral relations. The two countries have expanded exchange and cooperation in a wide range of areas including economy and trade, energy, environment, anti-terrorism, law enforcement and culture and conducted effective and fruitful consultations and coordination on the major international, regional and global issues. They have strengthened dialogue and coordination on macroeconomic policy and made important contributions to handling the international financial crisis and boosting the recovery of world economy. Of course, with different national conditions, China and the United States unavoidably have some contradictions and differences. The key is to respect and take care of each other's core interest and major concerns, properly handle differences and the sensitive issues and constantly strengthen the foundation of mutual trust.

To push forward the development of China-U.S. relations in the new era is compliant with the fundamental interest of the two countries and their people and beneficial to promoting world peace, stability and prosperity. The Chinese side is willing to work with the U.S. side to carefully implement the consensus reached by the two heads of state on developing China-U.S.

relations in the new era, follow the principle and spirit established in the China-U.S. Joint Statement and comply with the trend of the times, make efforts to build the positive, cooperative and comprehensive China-U.S. relations in the 21st century and take tangible actions to forge the partnership of handling common challenges.

II. The strategic dialogue under the framework of China-U.S. SED. In recent years, China and the United States have held eight rounds of strategic dialogue which has helped deepen mutual understanding, strengthen policy coordination, increase strategic mutual trust, reduce differences and frictions and promote mutually beneficial cooperation.

China and the United States mainly conducted in-depth discussions on such issues as advancing China-U.S. relations in the new era, respecting each other's core interest and major concerns, strengthening coordination on major international and regional issues and deepening cooperation on the international system reform and in the regional affairs of Asia and the Pacific in this round of strategic dialogue. To cultivate and deepen China-U.S. strategic mutual trust is critical to the development of bilateral relations in the new era. The U.S. side reiterates that it welcomes a strong, prosperous and successful China which plays a bigger role in the international affairs. The Chinese side pointed out that the United States, as a member of the region, is welcomed to play a positive role of promoting peace, stability and prosperity in Asia and the Pacific.

The three joint communiqués serve as the political foundation of China-U.S. relations. The U.S. side has reiterated repeatedly to pursue the one-China policy, observe the three joint communiqués, welcome the peaceful development of relations across Taiwan Straits and expect the two sides across Taiwan Straits to reinforce dialogue and exchange in the economic, political and other fields and build more positive and stable relations, which we admire. The U.S. side has said on many occasions that it recognizes Tibet is part of China, does not support "Tibet independence" and opposes any action aiming at splitting Tibet from China, to which we attach great importance. We hope the U.S. side honor its commitment and cautiously and properly handle Tibet-related issues.

The two sides agree to further step up exchange and cooperation in the fields of energy, environment, science and technology, culture, education, health, customs, nuclear security, anti-terrorism, arms control and non-proliferation and law enforcement. During the dialogue, the two sides signed cooperation documents covering the safety of AP1000 nuclear reactors, shale gas, green partnership, supply chain security and prevention and treatment of emerging and re-emerging infectious diseases and issued the China-U.S. Joint Statement on Energy Safety Cooperation. They reiterate to continue to actively implement the China-U.S. Memorandum of Understanding on Strengthening Climate Change, Energy and Environment Cooperation and the 10-Year Cooperation Framework of Energy and Environment to promote the pragmatic cooperation on renewable energy, advanced bio-fuel, shale gas, energy efficiency, smart grid and nuclear energy. In addition, they also agree to continue to reinforce coordination and cooperation in the field of G20 summit and climate change.

The Chinese side is willing to deepen dialogue and cooperation with the U.S. side on the regional hot-spot issues and make joint efforts to maintain the international nuclear non-proliferation system and safeguard peace and stability in the Middle East. The Chinese side expects to strengthen cooperation with all parties concerned under the framework of six-country mechanism and the UN Security Council and uphold to properly solve the Iranian nuclear issue through dialogue and negotiation. As to the Korean Peninsula nuclear issue, the two sides discussed the current situation on the Peninsula during the strategic dialogue. The Chinese side believes that related parties should stay calm, exercise restraint, properly handle relevant issues and prevent the escalation of tensions in order to maintain peace and stability on the Peninsula and in Northeast Asia.

The two sides decide to continue to plan the diplomatic policy and conduct consultations on the African, Latin American, East Asian, Middle East, South Asian and Central Asian affairs under the framework of the strategic dialogue.

III. The economic dialogue under the framework of China-U.S. SED. Focusing on the theme of ensuring China-U.S. economic partnership with sustainable growth, mutual benefit and win-win cooperation, China and the United States discussed four topics, i.e. boosting strong economic recovery and more sustained and balanced economic growth, promoting mutually beneficial trade and investment, stability and reform of financial market and reform of international financial system and reached a series of important consensus.

The two sides promise to accelerate change of economic growth mode and economic restructuring, make commitment to building a more open global trade and investment system and opposing trade and investment protectionism, agree to enhance exchange and cooperation in the financial sector and give full play to the role of financial institutions of supporting the real economy, consent to strengthen cooperation on the reform of international financial system and encourage the use of departmental economic dialogue mechanisms of both countries to deepen economic cooperation and exchange. After the dialogue, the two sides issued a list of dialogue outcome, including more than 40 specific results.

The two sides believe that the mutually beneficial and close China-U.S.

economic relations not only help promote the development of the two economies and improve the welfare of their people but also have a positive influence on the strong, balanced and sustainable growth of world economy. They will continue to use the platform of economic dialogue to make in-depth exchanges on the strategic and long-term issues with overall importance to the development of bilateral economic relations, reinforce dialogue and coordination on macroeconomic policy, further deepen bilateral economic cooperation and lay down a solid foundation to build the positive, cooperative and comprehensive China-U.S. relations in the 21st century agreed by the two heads of state.

IV. China-U.S. SED has become an important platform of promoting China-U.S. relations in the new era. The two sides agree to continue to jointly push forward the development of China-U.S. relations through the SED and other existing bilateral mechanisms. They decide to hold the third round of SED in the United States in 2011.
