Yang Jiechi Talks about Achievements of Hu Jintao's Visit: A Successful Trip of Enhancing Mutual Trust and Expanding Cooperation

From June 9 to 12, 2010, President Hu Jintao, at invitation, attended the 10th Meeting of the Council of Heads of States of the Shanghai Cooperation Organization (SCO) in Tashkent and paid the state visit to Uzbekistan and Kazakhstan. At the end of President Hu's visit, Foreign Minister Yang Jiechi who also participated in those activities introduced President Hu's visit and related achievements to the accompanying journalists.

Yang said that President Hu's visit was a major diplomatic activity China carried out in Central Asia against the background that the international situation is experiencing profound and complex changes, the basis of world economic recovery remains weak, the global challenges keep cropping up and various uncertain and unstable factors are on the rise. Within a short period of four days, President Hu conducted intensive diplomatic activities and attended altogether more than 30 bilateral and multilateral events. From the strategic height and long-term perspective of maintaining solidarity and stability and promoting cooperation and development in the region, he contacted all parties concerned widely, deeply and carefully. The media of Uzbekistan and Kazakhstan as well as international media covered the activities extensively. This visit effectively promoted the sustained, healthy and stable development of the SCO, comprehensively lifted the level of China-Uzbekistan and China-Kazakhstan relations and deepened China's mutually beneficial cooperation with the SCO's member states and observer states in all fields. Being pragmatic, efficient and fruitful, the visit achieved full success.

Yang said that the SCO summit in Tashkent was held against special circumstances. In addition to the heads of states of the SCO members and their representatives, leaders and delegates from four observer states, two guest states of the host country, the UN, the Association of Southeast Asian Nations, the Commonwealth of Independent States, the Eurasian Economic Community and the Collective Security Treaty Organization participated in the summit. At present, member states of the SCO have greater aspiration of helping each other and seeking common development and at the same time face new problems and challenges of maintaining regional security and conducting pragmatic cooperation. To further clarify the SCO's development direction and task and plan its pragmatic cooperation and external exchanges in various areas are the theme of the summit and the focus of all member states as well. As an important member of the SCO, China took an active part throughout the summit. Joining hands with all the other member states, making close communications, excluding interferences and gathering consensus, China played a constructive role for the success of the summit.

President Hu delivered an important speech entitled Deepening Pragmatic Cooperation and Maintaining Peace and Stability to the summit. He pointed out that only by faithfully pursuing the "Shanghai Spirit," strengthening solidarity and collaboration and exercising collective wisdom and strength can the SCO members overcome difficulties and obstacles and realize common development. He raised six suggestions on deepening cooperation within the SCO's framework: first, consolidate solidarity and mutual trust and strengthen the political foundation for the SCO's development; second, step up anti-terrorism efforts and forge a secure environment for the SCO's development; third, tap potential of cooperation and maintain the sustainability of the SCO's development; fourth, expand friendly exchanges and consolidate the cultural foundation for the SCO's development; fifth, improve the SCO's internal construction and decision-making mechanism; sixth, pursue transparency and opening up and create a sound environment for the SCO's development. Elaborating ideas from a commanding height and sending profound message, his speech received active responses and positive comments from the member states. They all agreed that the SCO has gradually become an important and constructive force of maintaining security and stability in Central Asia and the world at large. To effectively cope with new challenges and threats, the SCO should strengthen solidarity and cooperation, push forward pragmatic cooperation in all fields, work hard to maintain regional peace and stability, increase its own international status and influence and move forward stably.

Security cooperation is a common concern of all SCO member states and an important topic of the summit as well. President Hu mainly exchanged in-depth views with all the other national leaders on strengthening regional security cooperation. Member states reiterated to continue to jointly fight all forms of terrorism, separatism and extremism and combat illegal trafficking in drugs and weapons, other cross-border crimes and illegal immigrants. They will continue to deepen cooperation and coordination and jointly implement related documents signed within the SCO's framework including the anti-terrorism convention and the 2010-12 cooperation outline for combating terrorism, separatism and extremism. They will demonstrate the determination and confidence of enhancing security cooperation and maintaining regional stability to the international community.

Trade and economic cooperation is major bright spot of the summit. President Hu suggested at the summit that member states accelerate the implementation of the multilateral trade and economic cooperation measures plan and joint initiative of handling financial crisis, reinforce cooperation in the non-resource areas as well as agriculture and e-commerce. All parties spoke highly of those suggestions. Member states stressed the importance of coordinating their actions, eradicating the negative impact of international financial and economic crisis and ensuring their sustainable economic growth. Their measures of stabilizing domestic economy and financial system are very timely and will help them increase the ability to resist risks and promote regional economic cooperation and development. The tasks defined in the SCO's joint initiative on strengthening multilateral economic cooperation, coping with global financial and economic crisis and maintaining sustained economic development which was passed on October 14, 2009 in Beijing should be implemented step by step.

President Hu announced that the $10 billion of credit fund China pledged to provide for the member states during the Yekaterinburg summit last year are being implemented actively. All the member states made highly positive comments on this initiative which they believe plays an important role of expanding pragmatic cooperation and boosting the economic and social development of the region.

During the summit, heads of states issued the Declaration of the 10th Meeting of the Council of Heads of States of SCO and agreed to comprehensively observe the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation between the Member States of the SCO, step up political mutual trust, solidarity and collaboration, deepen security and economic cooperation, increase the role of the SCO in consolidating regional security and stability and promoting regional harmonious development and ensure the stable progress of the organization on the correct track. The summit also adopted the Regulation on Admission of New Members and other important documents.

While attending the Tashkent summit, President Hu conducted bilateral meetings with Russian President Dmitry Medvedev, Tajik President Emomali Rakhmon and President of Turkmenistan Gurbanguly Berdimuhamedov and held talks with other leaders to exchange in-depth views on strengthening strategic mutual trust, developing bilateral relations, deepening mutually beneficial cooperation and promoting the SCO's healthy and stable development, which further lifted up China's relations with related countries.
