Declaration of the 10th Meeting of the Council of Heads of State of the SCO Member States

The SCO member states reaffirm their support for the UN's leading role in coordinating international efforts in mediating the situation in Afghanistan and maintain that military means alone can not resolve the issue of Afghanistan. The SCO member states support pushing forward the negotiation process in which the UN plays a leading role and the Afghan people participate.

The SCO supports Afghanistan in becoming a peaceful and stable country and stresses that the time-honored history, national origin and traditional religious values of all ethnic groups in Afghanistan should be fully respected.

The SCO supports its member states in participating in the economic reconstruction projects of Afghanistan with international organizations and other related parties.

The SCO member states call upon the international community to intensify its efforts in combating all links of drug production and spread in Afghanistan. To that end, the SCO member states express their readiness to coordinate with other international and regional organizations and call upon the International Security Assistance Force for cooperation in drug control.

9. The SCO member states note that information security concerns state sovereignty, security, economic and social stability and public interests. All countries are entitled to exercising law-based administration over the Internet in light of their own national conditions, and having broader cooperation on the basis of equality and mutual respect.

Information technology should be used for the purposes of peace, development, security and prosperity. The SCO member states will further implement the signed SCO documents of cooperation in this area and make active efforts for ensuring the international information security.

10. The SCO member states note that according to the Tashkent Initiative proposed in 2004, the SCO plays an increasingly important role in establishing partnership network with international organizations in the Asia-Pacific region and maintaining peace, stability and long-term development.

The SCO member states speak highly of the Joint Declaration on SCO/UN Secretariat Cooperation signed in Tashkent on April 5, 2010. This declaration stipulates the fundamental principles and directions of cooperation between the two organizations.

11. The approval of the Rules of Procedure of Shanghai Cooperation Organization and the Regulations on Admission of New Members of Shanghai Cooperation Organization by the heads of state is an important measure to promote further development of the SCO, raise its prestige and improve the legal foundation for work of various SCO bodies.

The SCO member states support strengthened practical cooperation with the SCO observer states and dialogue partners in bringing out their potential and attracting their resources and markets, and their participation in the SCO activities.

12. The SCO member states stress that the SCO member states and the world are commemorating the 65th anniversary of the end of World War II. This war demonstrates that even under the current circumstances it is still necessary for all countries and their political leaders to be resolute in preventing another tragedy of mass human casualties and work together to meet the challenges and threats facing all humanity effectively. The people of the SCO member states made major contribution to the victory in World War II and also paid a heavy price. The SCO member states firmly condemn any attempt to revive fascist ideas or spread exclusionism, paranoia, extremism and terrorism serving ulterior political purposes.

The SCO will continue to uphold the concepts of peace, common development, cooperation on an equal footing, mutual respect and inclusiveness, expand dialogue and cooperation with the rest of the international community and make unremitting efforts to strengthen regional and international security and stability and achieve harmony and prosperity.

The SCO member states agree to hold activities marking the 10th anniversary of the founding of the SCO next year.
