VII. Focus on People's Livelihoods and Facilitate Social Causes

20. Create more jobs by all means. Organs concerned shall actually pay more attention to employment, carry out policies promoting the employment of university graduates, immigrant workers from rural areas and groups having difficulties in finding employment, and ensuring the stability of employment situation. The said organs shall give full play to the role of governmental investment and major construction projects in promoting employment, vigorously creating more jobs for persons needing special care, and trying to help at least one person in a family where nobody has a job to find work. Policies and measures supporting entrepreneurs to create more jobs shall be proactively carried out. Enterprises in service industry and nonpublic economy and small and medium-sized enterprises are encouraged to create more jobs. Enterprises in difficulties are guided and supported to adopt flexible employment and working hours and train employees while trying their best not to reduce jobs.

21. Actively improve social security system. Efforts shall be made to promote the comprehensive planning at provincial level for endowment insurance of employees in urban areas and properly raise the standards of basic retirement pensions of people retired from enterprises. The system of the minimum living guarantee for people in rural and urban areas shall be improved. Organs concerned shall energetically promote the pilot schemes of new endowment insurance in rural areas and extend the coverage of rural cooperative medical insurance. Works on social insurance of farmers whose farms have been expropriated shall be done well. Organs concerned shall improve the policies and regulations on employment injury insurance, expand the coverage of such insurance and solve the issues of making treatment of persons who suffered employment injuries before implementation of the said insurance to be subject to comprehensive management of employment injury insurance.

22. Solve outstanding livelihood issues including housing and winter heating. Works on handling letters and calls from the public shall be done well and more efforts shall be made to solve livelihood issues of high public concern. Efforts shall be heightened in constructing affordable housing in urban areas and renovating squatter settlements in state-owned forest areas, dilapidated houses in state-owned reclamation areas, dilapidated houses in rural areas and dilapidated school houses as well as squatter settlements in mining areas. Support the renovation of squatter settlements in urban areas. Organs concerned shall greater support to combined heat and power development projects carried out in extremely cold areas in Northeast China, speed up the upgrade of concentrated heat supply networks in cities in Northeast China and solve issues of heat supply for families receiving social welfare support in urban areas. Development-oriented poverty reduction program shall be promoted in rural areas to help more poverty-stricken people to increase income.

23. Facilitate education, health and other social causes. Organs concerned shall study and promote all kinds of education reforms, improve education quality and provide human resource support for revitalizing old industrial bases. Organs concerned shall tap rich high education resources in Northeast China and improve the education quality of major institutions of higher learning. Contents of vocational education and school sizes shall be properly decided in the light of optimizing and upgrading industrial structure in old industrial bases. More support shall be given to vocational education practice bases and basic capacity building in vocational education. Organs concerned shall promote the reform of medical care systems, quicken the establishment of the basic medical insurance system covering people in urban and rural areas, establish a sound medical care services systems at the community level and expand the coverage of medical insurance for workers and residents in urban area.

VIII. Deepen Regional Cooperation and Promote Regional Economic Integration

24. Facilitate regional integration. Northeast China is encouraged to conduct intra-province economic cooperation, promote the reasonable flow of production factors and improve the level of integrated development. Cooperation on integrating tourism, logistics, transport and science and technology shall be conducted at first. Organs concerned shall fully implement the Plan for Revitalizing Northeast China, do a good job in inspecting the execution of tasks prescribed in the said Plan, and speed up the construction of major infrastructure described in the Plan. Industrial matchmaking and reasonable division of work between east Inner Mongolia and the three provinces in Northeast China shall be promoted. Tax policies to support the adjustment and reconstruction of the old industrial bases including Northeast China shall be studied.

25. Establish a cooperation system in Northeast China. The negotiation system of administrative chiefs of four provinces (autonomous region) in Northeast China shall be established to research issues concerning the coordination of major cross-province infrastructure projects, industry layout and regional coordinated development, and propose opinions on major issues concerning the adjustment and reconstruction of the old industrial bases on a regular basis.

IX.Deepen Reform and Opening up and Revitalize Social and Economic Development

26. Deepen the reform of state-owned enterprises. Organs concerned should promote the reform of state-owned enterprises, make endeavors to establish a sound modern system of corporations and rejuvenate the economy in the old industrial bases. During enterprise restructuring, organs concerned shall insist on handling issues according to procedures prescribed in laws and regulations, make the operations transparent, safeguard legitimate rights and interests of employees and prevent the loss of state-owned assets. People's governments at all levels in Northeast China shall step up piloting the reform of collective-owned plants set up by large state-owned enterprises, and relevant departments shall summarize previous work and improve policies for those pilots schemes. Properly handling issues concerning medical insurance, employment injury insurance and social insurance of retirees from enterprises directly under the Central Government or delegated to local governments and having been closed down according to policy, and retirees from local enterprises that have gone bankrupt, according to law. The disposal of bad bank loans of the equipment manufacturing industry in Northeast China shall be completed as quickly as possible. Accelerate the reform of state-owned enterprises in fields such as food production, commerce and trade, construction, agricultural cultivation, forestry and culture.

27. Speeding up reform in other fields. Areas in Northeast China that meet the requirements to conduct national support reform pilot schemes shall be decided as soon as possible. The fiscal management system shall be reformed and counties' finance shall be subject to the direct administration of the province. The establishment of a basic finance guarantee system at county level shall be studied. Efforts shall be made to improve policies for enterprise bond issuance and exploration of diversified approaches to improve enterprise bond ratings. More efforts shall be made in developing new, diversified rural financial institutions and promoting the innovation of financial products and services in rural areas. The development of agricultural insurance shall be quickened, pilot schemes shall be expanded, insurances should be diversified and subsidies from the Central Government shall be increased. A sound market for transferring land use rights in rural areas and trading production factors in forestry shall be established, so as to regulate management and improve service. Organs concerned shall check administrative charges imposed on enterprises, carry out policies and measures that allow qualified enterprises to delay their social insurance premiums payment, pay lower fee rates and widen the expenditure scope of unemployment insurance funds, so as to reduce the burdens of enterprises. The reform of urban heat supply system and rural water conservancy administration system shall be promoted.

28. Further open up to the outside world. The Liaoning coastal economic area and Changchun-Jilin-Tumen River economic area shall be more open to the outside world. Push for the early signing of Guidelines for Plan on Cooperation between the Old Industrial Bases Including Northeast China and the Far East Area of Russia and coordinate its implementation. The formulation and implementation of the plan for the protection and development of Heixiazi Island shall be quickened. Organs concerned shall combine the works on opening up coastal and border areas, developing overseas resources, engaging in regional economic cooperation and receiving domestic and overseas transferred industries; support qualified areas to set up border trade centers, economic cooperation centers, export-oriented processing zones and imported resources processing zones. Organs concerned shall conduct research on the establishment of a China-Russia local cooperative development fund to support the implementation of the projects stipulated in the guidelines for a plan of cooperation among regional areas between China and Russia. Overseas ports may be utilized to conduct cooperation on cross-border transport of domestic commodities, and passages for joint sea-and-rail transportation in Heilongjiang and Jilin shall be kept in normal operation. Organs concerned shall vigorously make institutional innovation of the administration of special zones which customs' monitor, speed up the construction of Dalian Northeast Asian International Shipping Hub with Dalian Dayaowan Bonded Zone as the core, Suifenhe Comprehensive Bonded Zone and Shenyang Bonded Logistics Center, and facilitate bonded logistics and the processing industry in Northeast China. Pilot schemes for settling commodity trade in RMB may be conducted. Northeast China is encouraged to enhance economic and trade cooperation with Hong Kong, Macao and Taiwan.
