Telecommunication companies: telecommunication value-added service (Foreign investments shall not exceed 50 percent), motion tone and data service in basic telecom services (Foreign investments shall not exceed 49 percent), domestic business and international business in basic telecom services (Foreign investments shall not exceed 35 percent, and 49 percent shall be permitted no later than December 11, 2007)

1. Commercial companies of direct selling, mail order selling, online selling, franchising, commissioned operation, commercial management, ect.

Wholesale, retail and logistic distribution of grain, cotton, vegetable oil, sugar, medicine, tobacco, automobiles, crude oil, pesticide, agricultural plastic sheeting and fertilizer (The Chinese party shall hold the majority of shares of chain stores which have more than 30 branch stores and sell different kinds and brands of commodities from multi-suppliers)

3. Distribution of audio and vedio products (excluding movies) (limited to contractual joint ventures or the Chinese party holds the majority of shares)

5. Ship agent (The Chinese party shall hold the majority of shares) and tally for foreign vessels (limited to equity joint ventures and contractual joint ventures)

6. Wholesaling of refined oil and construction and operation of gasoline stations (The Chinese party shall hold the majority of shares of chain gasoline stations which have more than 30 branch stores and sell different kinds and brands of commodities from multi-suppliers)

1. Banks, financial leasing companies, finance companies, trust investment companies and currency brokerage companies

2. Insurance companies (Foreign investments shall not exceed 50 percent in life insurance companies)

3. Security companies (limited to A shares underwriting and underwriting and transaction of B shares, H shares, government bonds and corporate bonds and foreign investments shall not exceed one third), security investment fund management companies (Foreign investments shall not exceed 49 percent)

4. Insurance brokerage companies

5. Futures companies (The Chinese party shall hold the majority of shares)

XI. Irrigation, Environment and Public Utilities Management

1. Construction and management of fuel gas, heating and water supply and sewage networks in big cities (The Chinese party shall hold the majority of shares)

XII. Education

1. Ordinary high school education institutions (limited to equity joint ventures and contractual joint ventures)

XIII. Public Health, Social Security and Social Welfare Industries

1. Medical treatment establishments (limited to equity joint ventures and contractual joint ventures)

XIV. Culture, Sports and Entertainment Industries

1. Production projects of broadcasting and TV programs and film-making projects (limited to contractual joint ventures)

2. Construction and operation of cinemas (The Chinese party shall hold the majority of shares)

3. Construction and operation of large theme parks

4. Brokering agency of stage performances (The Chinese party shall hold the majority of shares)

5. Operation of entertainment venues (limited to equity joint ventures and contractual joint ventures)
