Strengthen economic restructuring efforts and uplift economic development quality and benefits. Attach great importance to domestic consumption expansion. Push forward urbanization and optimize the industrial structure.

Consolidate the development base for agriculture, rural areas and farmers as well as expand rural consumption. Further improve favorable policies for farmers; increase subsidies relating to agriculture, rural areas and farmers; speed up the development of modern agriculture; advance the construction of a new socialist countryside; steadily expand rural demand; and consolidate rural development.

Deepen economic system reform and revitalize economic development.

Maintain stable export growth and strike a balance with international payments.
