UN Chief Blames Rich Countries for Climate Change

UN Secretary General Ban Ki-moon says rich countries are to blame for climate change, and should take the lead in forging a global climate pact by 2015. Ban was speaking on the sidelines of the latest round of international climate talks in Doha.

He said climate change had been caused by the industrialization of the developed world, and that developed countries should take the most responsibility in fighting global warming.

Meanwhile, at a press conference during the talks, BASIC nations, including Brazil, South Africa, India and China called on developed economies to honor funding pledges to fight global warming. China said it had devoted substantial resources to helping developing countries deal with severe challenges posed by climate change.

It has earmarked $200 million for the cause over the coming three years. The funds will be used to finance climate programs in Africa, and some of the world's least developed countries, including small island nations.
