Hand-in-Hand With the Disabled

Atotal of 114 Young Pioneers teams were commended in Beijing May 18 for their impressive performance in a nationwide drive called "Young Pioneers Aiding the Disabled Hand-inHand" over the past 10 years.

The commendation, jointly sponsored by the National Working Committee for Juveniles and the China Disabled Persons' Federation, came on the seventh National Day to Assist the Disabled, with the theme of "helping the disabled and promoting their self-improvement."

The Young Pioneers honoured represented more than 70 million children nationwide engaged in various forms of support for the disabled, such as helping them and their families, making friends with them and encouraging them.

In a speech, President Jiang Zemin noted there were 60 million disabled people in China, involving one-fifth of the country's families. It was an important social problem that had to be solved well, not avoided. The development of disabled undertakings better protects the interests and rights of this disadvantaged group, offering equal status and chances with the rest of society. The disabled, thus, can participate in social affairs and state construction, and enjoy the material and cultural fruits, the president said.

In the past 10 years, the Chinese government has promulgated the Law on Protection of the Disabled, worked out and implemented Five-Year Plans for the Development of Disabled Undertakings, perfected disabled organizations at various levels, carried out various kinds of assistance activities, promoted disabled self-improvement and actively participated in the decade action programs of the UN and the Asian-Pacific Region.

Since 1988, more than 3 million disabled people have recovered to a varying degree. The school attendance rate of disabled children has risen from 6 percent to 65 percent. The employment rate of disabled people has gone up from 50 percent to 70 percent. Several million disabled people have been lifted out of poverty. The cultural life of disabled people has been increasingly enriched and varied. In international disabled sports events, Chinese competitors have won more than 1,200 prizes and broken 112 world records.
