Improving Life for The Disabled
 

A sample survey of the disabled in 1987 showed that China has 51.64 million handicapped people, accounting for 4.9 percent of the country's total population and 10 percent of the total disabled in the world. That means one out of every five families has a disabled person.

This figure further breaks down as follows: Visually disabled, 7.55 million; hearing disabled, 17.7 million; missing or maimed limbs, 7.55 million; mental disabilities, 1.94 million,and compound deformities 6.73 million.

The Law on the Protection of Disabled Persons enacted in 1990 provides legal protection of civil rights for the handicapped. In addition, the State Council has established a Disabled Work Coordinating Committee, the state has also formulated and implemented the Eighth Five-Year Program for the Cause of Chinese Disabled, incorporating matters pertinent to the disabled into the economic and social development plan.

Development of the work for the handicapped is a criterion for judging the progress and civilization of a country and nation. China's Disabled Persons' Federation noted that the work for the disabled is designed to create favorable material conditions and intellectual environment, guarantee equal rights for disabled citizens and helping them participate in social life and have a share of material and cultural achievements.

Illiteracy rate among disabled:           68%

School entry rate for blind and deaf children     6%

Unemployed disabled                 49%

Those requiring family support            67%

School entry rate for mentally retarded children  0.33%

Disabled lacking adequate food and clothing about  50%

To assist the disabled, the targeted goals initially outlined in the Ninth Five-Year Plan are to

Ensure the basic need of food and clothing

Raise the compulsory education rate to about 80 percent  ?Elevate the vocational training rate to about 80 percent  ?Boost the urban and rural employment rate to about 80 percent  ?Help about 2 million disabled recover through key health programs, establish community recuperation training centers  ?Further improve welfare.
