China should establish a unified and authorized organization for food inspection and testing. It can unify food inspection resources according to the production line covering planting & cultivation, production & processing, circulation, and catering services. All of this can be facilitated after coordinating the related departments from the agriculture ministry, food and drug administration, and quality supervision, inspection and quarantine administration.
Meanwhile, unifying these departments would integrate reception, inspection and result-reporting into its one-stop service and realize the unification of "resources of inspection, spending and information release."
Besides, China should also set up a food safety risk evaluation center to provide technical support with regard to risk management for the circulation of food from farm to mouth. It not only helps the government control the risk, but also contributes to public health and the industry's innovation.
