Prevailing terms concerning the reform and opening-up policy

The China Academy of Translation has analyzed prevailing terms concerning the reform and opening-up policy and translated them into a number of foreign languages. The research institute is affiliated with the China International Publishing Group, the country's leading international publisher. In each issue,Beijing Review presents a selection of these keywords to help readers more deeply understand this program.

Healthy China Initiative

Since the People's Republic of China was founded in 1949, the country has made great progress in health-related reforms. Both urban and rural environments have been improved, the Fitness-for-All program has seen extensive development, sound medical and health service systems have been built, and public health has continued to improve. On the other hand, the pace of industrialization, urbanization and an aging population, and the changes in the incidences of diseases, ecological conditions and lifestyles are all posing new challenges to China's efforts to maintain and promote people's health, with the provision of healthcare services falling short of increasing demands.

Against such a backdrop, the 18th Communist Party of China (CPC) Central Committee made institutional plans to build a healthy China at its fifth plenary session in October 2015. In October 2016, the CPC Central Committee and the State Council jointly released an outline for the Healthy China 2030 initiative, specifying the targets and programs of action. The Party decided to carry out the initiative at its 19th National Congress, a move to lay a solid foundation for building a prosperous society and turning China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful.

A New Path to Urbanization

China can no longer follow the beaten track of inefficient and blinkered development relying on borrowed money since this damages the environment and results in an imbalance between the needs of the population and land resources. That path will lead the country nowhere.

At this juncture, China must follow a new path to urbanization and choose the right direction. The people-centered urbanization drive is based on China's realities in the primary stage of socialism. It is a choice that meets our development imperatives and enables us to make the best use of opportunities available to bring assured success to this process.

Eco-friendly measures will be effectively implemented in our push for green, circular and low-carbon development. Special care must be taken to preserve traditional culture in our efforts to redevelop cities and towns with historical landmarks and local or ethnic features.

Quality should be the first priority in the process of urbanization, with more emphasis on increasing the urbanization rate of residents with household registration, providing adequate public services in equal measure in both rural and urban areas, and building a more accordable and livable environment in towns and cities where people feel that they are well-served and happy with their life.

Strategy for Rural Revitalization

Since the beginning of the 21st century, the CPC Central Committee has continued to step up its support for rural communities. Issues concerning agriculture, rural development and the wellbeing of farmers now top the agenda of the Party. A rural revitalization strategy was unveiled for the first time in the report to the 19th CPC National Congress as one of the seven strategies for reaching the goal of building a moderately prosperous society.

The strategy emphasizes the importance of rural development, including the need to develop rural businesses, create a pleasant living environment, promote civility and effective governance, and improve the living standards of rural residents. The key to rural revitalization is developing rural businesses. The strategy calls for in-depth rural reform to improve the basic rural economic structure. Especially important is rural land tenure reform aimed at separating ownership rights, contract rights and the right to use contracted rural land. Rural land contracting practices will remain unchanged; and existing contracts will be extended for another 30 years upon expiration.

It is crucial to always have control over our own food supply so as to ensure China's food security. It is also important to encourage the development of various types of economies of scale, modernize the rural structure, improve specialized agricultural services, and better align smallholder farming and the development of modern agriculture.

Integrated development of industry, agriculture and the service sector is essential in rural areas. It is also important to build a team of rural development professionals well versed in agricultural science that have an affinity with rural areas and its people.
