Key Terms to Understand Reform and Opening Up
Prevailing terms concerning the reform and opening-up policy

The China Academy of Translation has analyzed prevailing terms concerning the reform and opening-up policy and translated them into a number of foreign languages. Strategy for Large-Scale Development of West China

Large-scale development of west China was a strategic decision by the Communist Party of China (CPC) Central Committee and the State Council in implementing Deng Xiaoping's instructions on an issue of overriding importance: the development of both coastal and inland areas.

Overall development can be divided into three phases: laying the foundations from 2001 to 2010; accelerating development from 2011 to 2030; and modernization on all fronts from 2031 to 2050.

Development will be supported by infrastructure projects, while environmental protection is a priority. The economic structure will be adjusted and special industries developed. Scientific and technological progress and personnel training will provide an intelligent buttress, and reform and opening up the driving force. The goal is to achieve common prosperity for all ethnic groups.

The strategy covers six provinces, five autonomous regions and one municipality directly under the Central Government, which account for 71.4 percent of China's land territory. Due to natural, historical and social factors, these places have lagged behind the rest of the country in economic development.

Strategy for the Rise of Central China

The strategy will benefit six provinces in central China: Anhui, Henan, Hubei, Hunan, Jiangxi and Shanxi. The goal of "the rise of central China" first appeared in the Report on the Work of the Government delivered by Premier Wen Jiabao in March 2004. Two years later, the CPC Central Committee and the State Council released policies to boost the rise of the central region.

In September 2009, the State Council executive meeting adopted the Plan on the Rise of Central China, setting the goal of building this region into a national grain production base, an energy raw material base, a modern equipment manufacturing and hi-tech industrial base, and a comprehensive transportation hub. The central region, as a bridge between the east and the west, is expected to develop by tapping local industrial strength and by coordinated and sustainable development of both the economy and society.

On December 7, 2016, the State Council executive meeting approved an upgraded Plan on the Rise of Central China (2016-25). The strategic position of the central region as an important and advanced national manufacturing center, a key region of the new type of urbanization, a kernel region of modern agricultural development, a model region of ecological conservation, and a region supporting China's omni-dimensional opening up was renewed. The rise of the central region is a major element in China's coordinated regional development strategy and a key support to building a moderately prosperous society. It is of vital importance to economic, political and social development.

Strategy for Revitalization of Old Industrial Bases in Northeast China

A major task set at the 16th CPC National Congress was to support the old industrial bases in northeast China and other parts to expedite their adjustment and transformation. In October 2003, the CPC Central Committee and the State Council released policies on revitalizing these old industrial bases, formally launching the strategy.

These are the goals of the revitalization campaign. By 2020, the northeast will make significant progress in important fields and key links, and realize the target of building a moderately prosperous society together with other parts of the country. It will take 10 more years to realize a comprehensive revival and become a region providing strong economic support to the whole country–a base for advanced and internationally competitive equipment manufacturing, strategic major technological equipment, new raw materials, modern agricultural production, important technological innovation and research and development.

As part of China's opening-up strategy, the area is vital to national grain security and ecological security in the north. It is also important to the security and stability of China's neighborhood and northeast Asia.
