Finance Minister Rules Out Separate Carbon Tax

China will not introduce a separate carbon tax, the country's finance minister said on March 20.

Instead, a carbon tax is likely to be incorporated into the environmental protection tax or resource tax, Lou Jiwei said at the China Development Forum on March 20 in Beijing .

Talking about individual income tax, Lou said the current tax system is "unreasonable" and promised it will be reformed.

An official plan for the reform needs to be ratified by the State Council, the cabinet, he said.
