Innovation should hold a core position in China’s drive toward modernization, and we must take self-reliance and self-strengthening in science and technology as a strategic pillar of support for national development. Adhering to an innovation-driven development strategy, we should improve our national innovation system and turn China into a powerhouse of science and technology. It is necessary to reinforce the national strategic scientific and technological strength, give full scope to enterprises as main actors in technological innovation, encourage creativity, and improve the overall mechanism for innovation.

Real economy

China will develop a modern industrial system and promote the optimization and upgrading of the economic system. It will continue to take the real economy as the focus of its economic development, develop itself into a manufacturer of quality and boost its power in cyberspace and digital technology. China should accelerate the upgrading of the industrial base and the modernization of the industrial chain and improve the quality and efficiency of development and core competitiveness. Efforts to elevate the modernization level of the industrial and supply chains are essential, while fostering strategic emerging industries, developing modern service industries, constructing infrastructure, building a country with a strong transportation network, advancing energy revolution, and accelerating digitalization.

China will prioritize the development of agriculture and rural areas and advance rural vitalization. China’s opening-up will continue. It will fully leverage the super large Chinese market, promote international cooperation, and achieve win-win results. We must build a new institution for a more advanced open economy, improve the standard of opening-up across the board, and promote trade as well as investment liberalization and facilitation. It will increase trade innovation, boost the Belt and Road Initiative, and participate in the reform of global economic governance.
