The Political Bureau of the Central Committee of the Communist Party of China held an enlarged meeting at Beidaihe in August. The meeting adopted the "Resolution on Establishing People's Communes in the Rural Areas," which soon brought about an upsurge in the "Great Leap Forward" and "People's Commune" Movement.
