Reform and Opening Up Begins
The 11th Central Committee of the Communist Party of China held its third plenary session in Beijing from December 18 to 22, 1978. The plenary session unanimously endorsed the policy decision on shifting the emphasis of the Party's work to socialist modernization. The session also decided to correct erroneous conclusions on some major political events which occurred during the "cultural revolution" and certain historical questions left over from an earlier period.

China and Japan Sign Peace and Friendship Treaty
The Treaty of Peace and Friendship Between China and Japan was signed in Beijing on August 12. Chinese Foreign Minister Huang Hua and Japanese Foreign Minister Sunao Sonoda affixed their signatures to the treaty on behalf of their respective countries.
