Socialism With Chinese Characteristics

Socialism with Chinese Characteristics refers to building a socialist system under the leadership of the Communist Party of China (CPC) and in light of China's basic condition. It contains five basic components: a people-oriented approach, a market economy, common prosperity, Chinese culture and socialist democracy.

The adherence to a people-oriented approach is to ensure that power belongs to the people and that the aim and outcome of Socialism with Chinese Characteristics is to realize, safeguard and expand the fundamental interests of the overwhelming majority of the people.

A market economy is the basic economic operation mechanism for Socialism with Chinese Characteristics. The socialist market economy and socialist market mechanism in China should be established through optimizing resource allocation while giving play to market forces.

Chinese culture is the intrinsic nature of Socialism with Chinese Characteristics. Every nation and every country has its own culture. The best elements of traditional culture should be inherited and carried forward while advanced culture should be created and excellent elements of foreign cultures should be absorbed.

Socialist democracy is an institutional guarantee for Socialism with Chinese Characteristics.

Scientific Outlook on Development

In light of the basic reality that China is in the primary stage of socialism, the Scientific Outlook on Development has been formulated to meet new requirements of development by analyzing China's developmental practices and drawing on the experience of other countries. It is a major strategic thought that China aims to uphold and apply to developing Socialism with Chinese Characteristics. The Scientific Outlook on Development takes development as its essence and puts people-oriented approach as its core, with comprehensive, balanced and sustainable development as its basic requirement and overall consideration as its fundamental approach.

Socialist Harmonious Society

A Socialist Harmonious Society is both a society full of vigor and a society of unity and harmony. It is a society where the interests of various sides should be coordinated in an overall manner, social administrative mechanisms undergo constant innovation and optimization, and society develops in an orderly manner. Since a Socialist Harmonious Society is the intrinsic nature of socialism, it should also be a society that reflects the essence of socialism. That is to say, it is a society that constantly emancipates and develops productive forces, and eliminates exploitation and polarization. It is a society where the masses can own production materials, get along equally, conduct democratic consultation, develop freely and eventually realize common prosperity through their diligent labor.

Moderately Prosperous Society

The tasks for building a Moderately Prosperous Society through economic, political, cultural and sustainable development were put forward by the Party's third generation of central collective leadership in light of China's basic conditions.

Economically, the goal is to quadruple the per-capita gross domestic product (GDP) of the year 2000 by 2020, increasing China's comprehensive national strength and international competitiveness.

In politics, socialist democracy and the legal system will be improved and the rule of law will be enforced more thoroughly as a fundamental principle.

In cultural development, the education level, scientific knowledge, ethical code and physical fitness of the whole nation will be improved to promote the comprehensive development of the people.

In sustainable development, the capacity for sustainable development will be strengthened and resource use efficiency will be improved to achieve harmony between the development of man and nature.

Development in Four Aspects

Economic, political, cultural and social development in China are aimed at developing a socialist market economy, a socialist democracy, an advanced socialist culture, a socialist harmonious society thus eventually building China into a prosperous, democratic and civilized modern socialist country, under the leadership of the CPC and in light of China's basic condition.

Innovative Country

Innovative countries refer to those that regard scientific innovation as their basic strategy, considerably enhance their innovation capacities and are increasingly competitive.

China's scientific innovation capacity is relatively weak. Research shows that China's scientific innovation capacity ranked 24th among 49 major countries in 2004, whose GDP added up to about 92 percent of global GDP. As China enters the vital stage of building a moderately prosperous society in all aspects, in light of its basic conditions and demands, the government has put forward policies to make scientific progress and innovation the primary driving forces for social and economic development. China also regards the enhancement of its innovation capacity as the key to optimizing economic structure, transforming economic growth mode and enhancing competitiveness. Making China an innovative country has become a major strategy for the future. n
