Overall Planning of Urban and Rural Developments
 

A sound urban-rural relationship is one of the key relationships that determine China's social and economic development. Currently, obvious disparities still exist between urban and rural areas in terms of economic development and residents' incomes and consumer abilities. In a bid to narrow these gaps, the Chinese government has put forward a long-term goal in 2002 to build a well-off society. The plan emphasizes a reversal of the growing gaps between urbanites and rural residents. The plan was extended to be a list of five overall plans at the later Third Plenary Session of the 16th CPC Central Committee. The first and foremost one is the overall planning of urban and rural developments.

This overall plan of urban-rural development aims to expand these two economies together as a whole. It relies on integrating urban and rural regions through which both sides can help each other grow faster and healthier. Urban-rural integration is important for scientific development, and is an important step towards sustainable social development.
